Town Councillors are summoned to attend the Meeting of Handforth Town Council (HTC) on Tuesday 12th November 2024 at 7:30pm at The Youth Centre, Old Road, Handforth.
An audio recording of the meeting will be taken and provided upon request to the Town Clerk.

24/23/1 To receive apologies for absence.
24/23/2 To note Declarations of interest and requests for dispensation to discuss or discuss and vote on a matter in which a member or co-opted Member has a Disclosable Pecuniary or non-pecuniary interest (DPI).
24/23/3 Open Forum- Comment and questions concerning items on this agenda may be put to the Council by the public during this period. Matters which, in the Chair’s view require debate and/or a discussion will be referred to the next Committee/Council meeting, as appropriate. Items not pertaining to the agenda may also be taken at this time at the Chair’s discretion. The Public Forum is restricted to 15 minutes and strictly 3 minutes per person unless the Chair allows otherwise.
24/23/4 To approve and sign the minutes of the Handforth Town Council meeting of 08th October 2024.
24/23/5 To approve and sign the order of payments for November 2024.
24/23/6 To receive a report from the PCSO.
24/23/7 To receive any reports from Ward Councillors.
24/23/8 To receive and approve the internal auditors interim internal audit report for 2024/25.
24/23/9 MOTION: To purchase up to five anti stab kits to be placed in HTC defibrillator cabinets in Handforth up to a maximum value of £450.00. (Cllr Chris Samson).
24/23/10 MOTION: To review and agree the updated Handforth Town Council CCTV policy. (Cllr Susan Moore).
24/23/11 MOTION: To apply to the DHSC Defibrillator Grant fund as in December 2023. The fund is still open for applications with a view to purchase and installation of one further defibrillator unit up to a maximum value of £750.00. (Cllr Susan Moore).
24/23/12 MOTION: To agree a new HTC Communications, Public Relations and Engagement Working Group. (Cllr Harrison).
Purpose and Aims
The “Communications and Engagement Working Group” (name to be workshopped!) will be used to widen the scope of public engagement with Handforth Town Council (‘the council’) in order to better represent the needs and concerns of all residents of Handforth. The working group will aim to:
- Dynamically improve awareness of the council, its responsibilities and its actions to residents; and
- Improve the capacity for communication with and representation of residents.
24/23/13 MOTION: Following preapproval from ANSA to discuss and agree the installation of 2 X HTC Notice boards, one in Meriton Road Park and one in Stanley Hall Park up to a maximum value of £1,630.00 plus VAT & delivery. To be installed in 2025.
24/23/14 To receive a report from Cllr Peter Moore regarding a recent meeting to discuss the Local Cycling and Walking Improvement Plan for Handforth.
24/23/15 To receive notices and correspondence.
- To note the Town Council Christmas lights, switch on and market will take place on 30th November 2024.
- To note the Town Council pantomime production will take place on 29th November 2024.
24/23/16 To agree the date of the next HTC Full Council meeting to be held on 10th December 2024.

Public Bodies Admission to Meetings Act 1960. Exclusion of press and public due to the business of the meeting being of a confidential and personal nature.
24/23/17 MOTION: To agree the additional renumeration of the clerk for the backdated 24/25 salary
increase awarded by NALC following final agreement by NALC and the Union in October 2024
of an additional £1,290.00 (pro rata to all spinal column points). And to agree this new
NJC position as per the clerk’s contract of employment (SCP 33).
