Town Councillors are summoned to attend the Meeting of Handforth Town Council (HTC) on Tuesday 09th September 2025 at 7:00pm at The Youth Centre, Old Road, Handforth.
An audio recording of the meeting will be taken and provided upon request to the Town Clerk.
Agenda
25/21/1 To receive apologies for absence.
25/21/2 To note Declarations of interest and requests for dispensation to discuss or discuss and vote on a matter in which a member or co-opted Member has a Disclosable Pecuniary or non-pecuniary interest (DPI).
25/21/3 Open Forum- Comment and questions concerning items on this agenda may be put to the Council by the public during this period. Matters which, in the Chair’s view require debate and/or a discussion will be referred to the next Committee/Council meeting, as appropriate. Items not pertaining to the agenda may also be taken at this time at the Chair’s discretion. The Public Forum is restricted to 15 minutes and strictly 3 minutes per person unless the Chair allows otherwise.
25/21/4 To approve and sign the minutes of the Handforth Town Council Finance Committee meeting of 15th July 2025.
25/21/5 To approve and sign the minutes of the Handforth Town Council meeting of 15th July 2025.
25/21/6 To elect a vice-chair to the Town Council’s Finance Committee.
25/21/7 To approve and sign the order of payments for September 2025.
25/21/8 To receive any report from the Handforth Ward Councillors.
25/21/9 MOTION: To receive all larger projects from HTC members which they wish to undertake in the next financial year. these to be included in the 26/27 financial year budget:
- Purchase and Installation of playground equipment in Handforth’s Parks – £25,000.00 plus VAT. (Cllr Susan Moore).
- Funding for Handforth Library to allow operation on Saturday mornings. – £26,500.00 (Cllr John Smith).
- Funding for a new Handforth History Trail – £10,000.00 (Cllr Small).
- Funding for a summer event (to coincide with Armed Forces Day) – £5,000.00. (Cllr Edwards-Beech).
Budget to be set in October 2025 along with any necessary adjustment to the precept to reflect these projects. (Cllr Susan Moore).
25/21/10 MOTION: Noting that HTC have been unsuccessful in applying for two grant applications from COF and the National Lottery for funding of necessary structural survey (April 2024) works. Whilst HTC will continue to explore grant options this motion seeks to setup a future fallback position of applying to the Public Works Loan Board (PWLB) for the sum of £250,000.00

25/21/11 To receive an update from Cllr Harrison regarding devolution talks between HTC and AEPC
& WTC. (Cllr Harrison).
25/21/12 To receive an update from the Communications working group. (Cllrs Peter Moore & Harrison).

25/21/14 To agree the date of the next HTC Full Council meeting to be held on 14th October 2025 at 7:30pm.

Public Bodies Admission to Meetings Act 1960. Exclusion of press and public due to the business of the meeting being of a confidential and personal nature.
25/21/15 MOTION: To agree the additional renumeration of the clerk for the backdated 25/26 salary
increase awarded by NALC following final agreement by NALC and the Union in August 2025
of an additional 3.25% (pro rata to all spinal column points). And to agree this new
NJC position as per the clerk’s contract of employment (SCP 33).
